Hingyon, Ifugao – To bolster disaster response capabilities, the Municipal Disaster Risk Reduction and Management Office (MDRRMO) conducted a three-day Basic Incident Command System (ICS) Training from October 1 – 3, 2025, at the KALAHI Building in Culob, Hingyon. It was participated in by members of the MDRRMC (Municipal Disaster Risk Reduction and Management Council), the Incident Management Team (IMT), selected members of the Hingyon Emergency Responders Organization (HERO), Punong Barangays, and various other stakeholders committed to enhancing local disaster response mechanisms.

Facilitated by PCPT Jackson Nginhena, Mr. Junifer Ngannoy, Mr. Dhenver Lagasi, Mr. Madegyem Badongan, Ms. Yanie Mae Lachaona, and Ms. Cecilia Likigan as resource speakers, participants were trained on fundamental ICS principles that will enable them to better coordinate and manage disaster operations. The training featured eight modules, covering topics on ICS introduction, staffing, and facilities to incident assessment, resource organization, planning, transfer of command, demobilization, and closeout.

The training is anchored on Republic Act 10121, the law which establishes a framework for disaster risk reduction and management, and it follows the guidelines set forth by the Office of Civil Defense (OCD) and the National Disaster Risk Reduction and Management Council (NDRRMC). As part of these agencies’ flagship programs, the Basic ICS Training is a proven framework for managing and mitigating disasters, focusing on key areas such as resource management, responder safety, and ensuring effective decision-making in crisis situations.

The ICS system aims to streamline communication, enhance operational efficiency, and minimize risks during emergency operations. It trains responders to effectively mobilize resources, maintain safety protocols, and coordinate all aspects of search and rescue efforts, ensuring that operations proceed smoothly under stressful and high-stakes conditions.#
