The Municipality of Hingyon, through the Office of the Vice Mayor and the Sangguniang Bayan, marked the 2025 Municipal Legislators’ Day on October 16 at the Municipal Gymnasium.  The celebration carried the theme “Championing Change: The Heart of Legislation.

In a message delivered by Ms. Melody Ballogan, Hon. Florencio Nalula recognized the profound commitment of the legislators in the structured progress under the current administration. Also, he called for the continuous cooperation between the executive and legislative branches to achieve the shared goals for development.

His message was echoed by Hon. Martin Habawel, who underscored the importance of a harmonious working relationship between the two department in achieving progress.

Guest of Honor Mr. Samson B. Appoy, Department of the Interior and Local Government (DILG)–Ifugao Cluster Head, addressed the attendees with a message on the transformative power of legislation.

“Legislation is not a tool of bureaucracy; it is a propeller of transformation,” he said.

In championing change, he outlined three guiding principles:

1. Listen with Empathy – Encouraging legislators to deeply understand constituents through human connection.

2. Innovate with Purpose – As the world evolves, legislators must adapt by creating laws that address emerging challenges, like climate change and technological advancement.

3. Collaborate with Humility – Change is the result of genuine collaboration, built through consensus and the recognition that the best solutions arise from diverse perspectives.

In closing, Appoy posed resonant questions for the participants: “𝘞𝘩𝘢𝘵 𝘴𝘵𝘰𝘳𝘺 𝘸𝘪𝘭𝘭 𝘺𝘰𝘶𝘳 𝘭𝘦𝘨𝘪𝘴𝘭𝘢𝘵𝘪𝘰𝘯 𝘵𝘦𝘭𝘭? 𝘞𝘪𝘭𝘭 𝘪𝘵 𝘣𝘦 𝘢 𝘵𝘢𝘭𝘦 𝘰𝘧 𝘪𝘯𝘢𝘤𝘵𝘪𝘰𝘯, 𝘰𝘳 𝘢 𝘮𝘰𝘯𝘶𝘮𝘦𝘯𝘵 𝘰𝘧 𝘤𝘰𝘶𝘳𝘢𝘨𝘦? 𝘞𝘪𝘭𝘭 𝘪𝘵 𝘣𝘦 𝘢 𝘣𝘺𝘨𝘰𝘯𝘦 𝘦𝘳𝘢, 𝘰𝘳 𝘢 𝘭𝘪𝘷𝘪𝘯𝘨 𝘵𝘦𝘴𝘵𝘢𝘮𝘦𝘯𝘵 𝘵𝘰 𝘢 𝘣𝘳𝘪𝘨𝘩𝘵𝘦𝘳 𝘧𝘶𝘵𝘶𝘳𝘦?”

The celebration continued with a series of interactive games aimed at building camaraderie among local legislators. It concluded with the awarding of prizes to winners of the different games and the Parade Contest. The parade was won by Barangay Poblacion, followed by Barangays Northern Cababuyan and Barangay Namulditan in the 2nd and 3rd place respectively.#
