Anthony C. Nuyda, CESO III, Regional Director of the Department of the Interior and Local Government โ€“ Cordillera Administrative Region (DILG-CAR), as the guest speaker.
The celebration opened with a civic parade participated in by municipal officials, LGU employees, national government agencies, and representatives from civil society organizations (CSOs). The parade began at Saint Paul the Apostle Church and proceeded to the Municipal Gymnasium, where the formal program was held.
In his welcome remarks, Mayor Florencio Nalula challenged every iHingyon to actively contribute to the municipalityโ€™s development. He emphasized that the progress of Hingyon is a shared responsibility, calling for collaboration not only among officials but also among all residents.

To conclude his message, Atty. Nuyda urged the municipality to strive harder to become one of the passers of the 2028 Seal of Good Local Governance or SGLG, a recognition for local government performance.
In a symbolic gesture of appreciation and solidarity, he was presented with Sangguniang Bayan Resolution No. 117, series of 2025 dated September 8, 2025 that adopted him as the son of Hingyon, conferring him the name โ€œBalittiyonโ€.
The celebration concluded with a friendship volleyball matches featuring players from the LGU, various municipal-based government offices, CSOs, and barangay officialsโ€”highlighting camaraderie and community spirit.#
