The 4Ps Regional Advisory Council (RAC), chaired by the Department of Social Welfare and Development (DSWD), held its 3rd Quarter Meeting and Field Visit in Hingyon, Ifugao from September 16 to 19, 2025. The event took place at the KALAHI Building in Culob, Hingyon, and brought together the RAC members โ€“ composed of regional government agencies and stakeholders, the Municipal Advisory Council (MAC), and provincial government representatives.
The RAC, which plays a pivotal role in the implementation and oversight of the governmentโ€™s flagship Pantawid Pamilyang Pilipino Program (4Ps), served as a platform for reviewing program updates, sharing insights, and exploring new ways to improve the delivery of services that directly benefit local communities.
The meeting served as a platform to assess the progress of government programs in Hingyon, particularly in the sectors of education, agriculture, health, and social welfare. Today, during the meeting, MAC members presented to the body the municipality’s development plan and the current situation of Hingyon in the field of Education, Agriculture, Social Welfare and Health. The MAC chairman, Hon. Florencio Nalula, presented as well the priority needs, services and programs for local development, emphasizing areas that require immediate attention and support.
Following the presentations, a workshop was held to allow participants to collaborate in identifying priority interventions across the following key areas: economic development, education, health and social welfare, and agriculture.
On September 18, the RAC and MAC members will embark on a field visit to various sites across Hingyon, providing them with a first-hand look at the challenges and successes of the local community. They will visit elementary and secondary schools, infrastructure project site, day care centers, health stations, and a civil society organization. The field visit will allow the RAC members to engage directly with the community to gain a deeper understanding of the local context, enabling them to identify specific areas where support and interventions are most needed. In the afternoon, the findings of the field visit will be presented along with the recommendations aimed at addressing the identified gaps in services, infrastructure, and program delivery.
On September 19, the final day of the visit, the summary of agreements will be delivered. These agreements will serve as the foundation for continued collaboration and coordinated efforts for broader community development goals.#
